All research articles submitted to the Center’s journals undergo a double-blind peer review process. Each submission is reviewed by at least two expert reviewers, and additional reviewers may be assigned when necessary, depending on the subject area and the nature of the manuscript. This process is designed to ensure fairness, confidentiality, academic quality, and scholarly rigor.
Each journal published by the Center has its own independent editorial board, which is fully responsible for editorial decisions, including acceptance, revision, or rejection. Editorial decisions are based on academic merit, relevance to the journal’s scope, originality, clarity, and compliance with the journal’s publishing standards and ethical requirements.
The Center follows an open-access publishing model to ensure the wide dissemination of scholarly work. Authors retain their moral rights, while granting the Center the right to publish, archive, and make their work publicly accessible in accordance with the applicable publishing terms.
The Center respects the privacy of authors, reviewers, editors, and website users. Personal information collected through the website or submission process is used only for academic, editorial, and administrative purposes and is handled with appropriate confidentiality.
The Center’s journals are committed to the long-term preservation and accessibility of published content. To support digital preservation, the journals use CLOCKSS archiving services in addition to a digital repository system, ensuring the security, continuity, and permanent availability of the scholarly record.
The Center’s journals apply publication fees that are payable only after the final acceptance of the manuscript for publication. To support equitable access to scholarly publishing, the Center may offer fee waivers or reductions for authors from low-income countries, in accordance with each journal’s policy. The Center also provides financial support for its journals when necessary to ensure their continuity and academic quality.
The Center funds the publication of selected scholarly books issued under its name where it determines significant academic value and relevance. It also supports the costs of organizing and hosting scientific conferences in cooperation with partner institutions and participating organizations.
The Center’s journals adhere to the principles and guidelines of the Committee on Publication Ethics (COPE). They are committed to maintaining the highest standards of integrity, transparency, and ethical conduct in scholarly publishing. All parties involved in the publication process, including authors, editors, and reviewers, are expected to act in accordance with internationally recognized ethical standards and to avoid all forms of academic misconduct.
Authors, editors, and reviewers must disclose any potential conflict of interest that could influence the evaluation, interpretation, or publication of a submission. The Center takes appropriate steps to ensure transparency and impartiality in all editorial processes.
All journals published by the Center apply strict plagiarism screening procedures using Turnitin. Submitted manuscripts must meet the originality requirements of the relevant journal, and the similarity rate must not exceed 10%, subject to each journal’s specific policy and editorial assessment. Manuscripts that fail to meet these standards may be rejected or returned for correction before further consideration.
The Center is committed to maintaining the accuracy and integrity of the scholarly record. Where necessary, corrections, clarifications, or retractions may be issued in cases of significant error, ethical concern, or misleading content.
The Center provides a fair mechanism for handling complaints, appeals, and editorial concerns. Requests for reconsideration are reviewed objectively and in accordance with the Center’s established procedures.
Any significant use of artificial intelligence or digital writing tools in the preparation of scholarly work should be disclosed appropriately. Authors remain fully responsible for the accuracy, originality, and academic integrity of their submissions.
